Kotoistus - Should Ctrl-Alt work the same as AltGr?

This is the behavior on MS Windows. 

Since Ctrl-Alt has special functionality in X11, implementing this 
funcionality might cause unforeseen problems. E.g. Atrl-Alt+Backspace shuts 
down X11, and Ctrl-Alt+F{1-12} is used to switch between virtual terminals.

On the other hand, many Finns are accustomed to using Ctrl-Alt, and not AltGr.
I don't know how prevalent this is, so I cannot evaluate the need for this
change.
